Yes, I finally decided to upload something again :)
The Level's called Monsoon Streams and is Jungle Themed.
Rain on Layer 0 makes an appearance and I considered adding the
Thundercloud [N] to it, but it was scrapped. Anyways, here are two Preview Screenshots, so you know, what the Level will look like:

I don't seem to be able to do something about this.
What you could do, is right-click on "User Posted Image">Show Image/Graphic/Whatever :)

You're using Dropbox, so for screenshots you need to change the www.dropbox
into dl.dropbox.com. Nice job with the level though. 8/10

With the penguin suit, the water pushes you in the opposite direction in theory. I uploaded a river level three days ago. I find it a minor coincidence that you a happen to upload one too...

rate 6/10, the level design was fairly good and the music was so-so, but it didn't loop for me... That made the level quite boring, but strangly it starts again if you pause and unpause.

Also since this is Newer compatible only Newer's tilesets folder would already have the Pa3_WaterWorks tileset;)

For the Penguin Suit I can't do anything about that. It's the Sprite's Fault.
The Music is bugged, oh well. Maybe I look into that later.
I can't deal well with the Looping, sorry.

The interruption of the Music is caused by .brsar Problems. The song is too big, so that it doesn't find the end and thus the loop operation. It simply stops then.

Addition:
I have just re-played Monsoon Streams and the Music works
just fine and dandy for me.

Maybe you haven't patched the .brsar of Newer. Then the Loop
works..well, it should work then :)
