Oh, very simple :
1: Go in ReggieR3>reggie>stage>Texture
2 : Add your tileset in that folder
3 : Open Reggie! and choose in the tileset "Custom filename" and paste the name of your tileset, the tileset should work

And that's all.

I don't really know you must write for work the custom tilesets, but you need a xml. Or maybe you can rename the tileset with original names for don't need a xml (you can in the folder Texture).
And to rename the tilesets, you need puzzle and Wart :

So here you must to rename the tilesets :
1-Open Puzzle and open your tileset and export and save his image
2-Set the option "Save as" and save the tileset with the fast compression with a original name (Example: For the grassland :Pa1_nohara)
3-Open Wart and take your tileset, the tileset image will have very bad quality, so import the correct image and save your tileset.

Now your tileset should work without xml.

Only use puzzle with very slow compressions. That works as well and even better. You only should need puzzle to rename the custom tileset. More isn't to do.
