I have completed reskins of Green Toad, Mr. L, Red Toad and Pink Toad for New Super Mario Bros Wii! There is also a Newer version.
Green Toad
Green Toad has the option to replace Blue Toad or Yellow Toad. He will use the sound effects of the Toad he replaces.
Mr. L
Mr. L replaces Luigi. He still uses all of Luigi's sound effects.
Red Toad
Red Toad has the option to replace either Toad and can be used with any of the other reskins as well. For further customization, you may need the D.I.Y pack.
Pink Toad
Pink Toad (you might also call him purple, but I'm saying pink for simplicity) currently only has the option to replace either Toad and cannot be used with any of the other reskins without the D.I.Y pack. More options are likely coming in a future update .

I'm releasing two different packs, the normal package, and the "D.I.Y" package.
The normal package includes the reskins, but with preset options through Riivolution. This package is ready to run in Riivolution, you just need to put the two folders inside the archive onto your SD card.
The D.I.Y package includes all the raw custom textures. This is designed as an advanced option for those who know the file-system of the game to customize reskin combinations.

Green_Toad: I saw by quoting the post the your using DropBox correct? Your current screenshots are Privite I assume. Click on a screenshot and you should see a "share" button. Click that and then you can share your screens. _________________________

As Shikieiki showed, I don't actually have any screenshots yet. That's why they're not there.

I downloaded your riivolution pack and tried it on my wii the xml loaded on riivolution, but when I loaded the game no changes were made. _________________________

It's possible I've made a mistake with the XML then. Did you set a character option in the Riivolution menu?
Also remember that it only affects the Toads and Luigi, so if you're only doing singleplayer you won't see anything.
And about the images, I will probably just upload them to imgur when I get the chance. Dropbox uses a weird system for them and they can't be embedded properly.
So no one worry about the images not showing up properly for the moment. _________________________
I tried the Green Toad and Mr L option and then I tried just Green Toad. I played it multiplayer both times and chose Green Toad as second player. Also, in my experience the models on the title screen are replaced and neither Mr L or Green Toad were replaced. _________________________

Ah I forgot about the title screen. Does either Green Toad or Mr. L show up in the menus? Are you sure you dragged both the folders inside the .rar onto the root of your SD card?
It's starting to look like I've made a mistake with the XML then. Can someone who's got experience with Riivolution XMLs have a look at it and see if the files and XML codes match up? _________________________
Neither show up in the menus and I double checked just to make sure and the folders are in the right place. I tried to look at the xml for mistakes, but I didn't see what was causing the problem. _________________________
