With a XML file.

You should write at line "folder external" :

I can't make a tileset with puzzle.
I can save as a .arc,but it's dosen't work!!!

You need just puzzle :
1-You create your tileset and you save as the fast compression
2-The tileset has bad quality, but import the image and save, wait just a little time
